What Is the Heirship Program?
When a loved one passes away — with or without a will — ownership of their home or land can become legally tangled if probate is never completed. This is known as heirs’ property: land that a family has lived on or cared for, sometimes for generations, yet cannot clearly sell, refinance, repair, or pass down because the title is “clouded.”
Through the Heirship Program, the Houston Land Bank helps families resolve these title issues, preserve generational land, and return property to safe, productive use — strengthening neighborhoods across the region.

Why Clear Title Matters
Without a clear, recorded title, a family may be unable to:
-
Sell, transfer, or borrow against the property
-
Access financing, make repairs, or qualify for disaster relief
-
Stop delinquent property taxes from continuing to grow
-
Protect the land and pass it securely to the next generation

How the Program Helps
Land Banking
Temporarily bank a clear-title property with the Houston Land Bank to stop additional tax liability from accruing and gain time to resolve existing delinquencies, while preserving the land for the future.
Probate Assistance
Through the Harris County Public Probate Administrator, families can get help initiating probate when no one else has stepped in — resolving ownership and clearing title so the property can be conveyed.
