We want to help more Houstonians own their own home. We acquire vacant, abandoned or damaged properties and facilitate the development of affordable new homes on them. Qualified homebuyers are able to obtain additional assistance from the City of Houston in order to purchase these homes with down payment assistance programs and the Houston Community Land Trust, which can help keep property taxes from rising too quickly so you can stay in your home.

The New Home Development Program (NHDP) provides newly constructed, affordable single-family homes for qualified homebuyers. This program is in partnership with the City of Houston Housing and Community Development Department.

​Chart is based on U.S. Department of Housing and Urban Development (HUD) 2026 income guidelines. Income includes any payments from employment, child support, recurring gifts, etc. Household income limits are subject to change and will be updated here when they do.
In addition to the income requirements, to purchase an NHDP home you must agree to live in it as your principal place of residence, and meet other requirements including:

Complete an eight-hour certified Homebuyer Education Course through a HUD-approved counseling agency.

Must be a U.S. citizen or permanent resident alien.

Must be able to obtain a 30-year fixed-rate mortgage for the purchase price. The program does not accept adjustable-rate mortgages (ARM) or seller-financed mortgages.

Must have less than $30,000 in liquid assets

Remember: If you buy a home through the NHDP program, you must live in it as your principal place of residence.
In addition, you must:

Have income-qualified by the City of Houston

The land comes with a ten-year deed restriction to maintain qualified income and preserve affordability.
You can purchase a NHDP home at the listed sales price with the help of up to $50,000 in assistance through the New Home Development Program, depending on the loan pre approval.
